IEC Corporation identified, quantified, and assessed the cost of both potential new local renewable resources and alternative distant renewable resources to meet SMUD’s RPS Goals of 23% by 2011 and 33% by 2020, including the costs of transmission to deliver distant energy to load. Work included: identification, collection, and review of publicly available data and reports regarding the renewable resources within and near SMUD territory; creation of local proxy renewable resources including solar, biomass/biogas including the estimated cost of building, connecting and commissioning the projects and any potential barriers to the proposed projects; similar creation of distant proxy electricity generation projects utilizing renewable resources that can deliver to SMUD’s transmission/distribution grid; and comparison of the local projects and the distant projects in order to identify which would be more cost effective.
