The Sonoma County Water Agency’s (SCWA) hired IEC to engineer and design a complete design package to replace the existing control system and medium voltage electrical equipment for the Warm Springs Dam Hydroelectric Plant located in Lake Sonoma, California. The turbine-generator is a 2.8MW Francis-type hydroelectric unit that was built in the mid-80’s.
IEC’s design scope included replacing the existing plant control PLC, generator excitation system, balance of plant instrumentation, operator main control board, human machine interface (HMI), medium voltage switchgear, and associated ground grid. IEC prepared single-lines, three-lines, P&IDs, facility layouts, panel arrangements, wiring schematics, bill of materials, construction specifications, engineer’s cost estimates, relay protection programming files, control system description, and technical memos. IEC supported SCWA through the construction solicitation process providing request for information (RFI) responses, contractor submittal reviews, and job site observations.
SCWA specifically noted how impressed they were with the detail and accuracy of drawings, specifications, and engineer’s cost estimates that IEC developed for the project. Our flexibility and responsiveness to SCWA’s requests made our partnership on this project a collaborative team effort. Through the project IEC recommend modifications to the project scope and we provided rational and cost impacts so that SCWA could make educated decisions to move the project forward.
