IEC prepared a complete Operational Cost Model for four (4) power plants for Modesto Irrigation District (MID). These plants included Woodland Power Generation Stations 1 & 2, McClure Power Generation Station, and Ripon Generation Station. The purpose of the study was to provide the cost for MID Operators to determine the best way to dispatch the plants. The cost model included inputs for fuel prices and power desired and calculated non-fuel variable operating costs and total operating cost. The model used custom heat rate curves prepared by IEC for each plant. MID was able to utilize the information provide by IEC to program their dispatch model and use it to dispatch their thermal plants.
