IEC Corporation was awarded multiple contracts to support the Los Angeles Water and Power Department (LADWP) as the utility looked to comply with California’s Renewable Portfolio Standard (RPS) mandate to procure at least 20% of its electricity from renewable resources by 2010 with a possible increase of the LADWP goal to 35% by 2020. LADWP selected IEC to assist its staff in assuring the successful implementation of its RPS projects and the development of associated transmission systems through three different contracts as described below. The combined total value of these contracts is $11.4 million.
Development & Acquisition of Renewable Energy Resources
IEC Corporation was awarded a three-year contract with the LADWP to provide support for Renewable Portfolio Standard (RPS) Projects. The contract includes providing technical and administrative services to augment LADWP staff, resources, and capabilities in the development, engineering, and construction of renewable energy projects. Specific task work includes: Implementation and Management of RPS; Site Selection and Resource Assessments for: Geothermal, Wind, Solar, Small Hydro, Biomass, and Solid Waste; Feasibility Studies and Preliminary Engineering Design; Financial Analysis; Impacts of Variable Output RPS Units on Grid Operations; Wind Production Forecasting; Evaluating Proposals; Operational Strategies; Real Property Rights; and Geotechnical Engineering and Geological Support.
Transmission System Technical Support
IEC Corporation was awarded a three-year contract to provide technical services support to LADWP for the development and upgrade of its Transmission Systems to support the delivery of renewable resources. Specific task work includes: Transmission System Studies and Analysis; Feasibility Studies; Land Survey, Real Estate, and Right-of-Way; Equipment and Material Procurement; Transmission Line Design and Upgrades; Transmission Line Documentation; Geotechnical Field Work; and Substations Design.
Construction Management Services
IEC Corporation was awarded a three-year contract to provide Construction Management Services for LADWP’s Renewable Generation Department. IEC will be providing construction management oversight to support LADWP in accomplishing the day-to-day activities associated with project development and the management of renewable energy and associated transmission projects as well as other supportive services for the development, engineering, and construction of these projects. Specific task work includes: Technical Support and Design Review; Project Controls and Reporting; Construction Management, Monitoring and Quality Assurance (QA) Support; Commissioning and Turnover; Warranty Administration; EIR and Regulatory Support; Resource Assessments for Renewable Energy Projects; Production Simulations; and LADWP Training and Documentation.
Due to IEC's successful support of these contracts on multiple tasks during the initial three year contract, LADWP extended these contracts for an additional 18 months so that IEC and its team could continue its successful implementation of LADWP’s RPS goals.
