High Voltage Operational Assessment

IEC provided Professional Design Services support for the High Voltage Operational Assessment (HVOA) of the UC Davis (UCD) campus. UCD receives campus power from WAPA, through PG&E lines, to the main UCD substation. The UCD Utility Division operates the 60kV/12.47kV substation and all elements of the campus 12.47kV distribution network. The transmission-level voltage of the dual feeds to the campus was scheduled to be increased from 60kV to 115kV and UCD required a detailed conversion plan for the UCD substation and switchgear, as well as a strategy that minimized service interruption during the conversion process. IEC provided field evaluation of the 115kV equipment in storage and performed an assessment of any required restoration. Our engineers carried out an evaluation of the fault current and protection scheme and designed engineering modification drawings and documents. IEC prepared a switching sequence plan in conjunction with standard UCD switching procedures and developed a construction package and contractor instructions. IEC also coordinated with UCD, PG&E, and WAPA to develop an energization plan, submitted a draft design package for PG&E review, negotiated with PG&E on protection requirements, and confirmed relay settings. In addition to these services, IEC provided UCD with an O&M assessment to review UCD O&M practices and compare them with industry standard manpower loading and O&M procedures. IEC then developed a training curriculum for UCD O&M personnel and conducted a training class for UCD O&M personnel.
