IEC engineers provided construction / operational engineering consulting support for a 160 MW cogeneration power plant consisting of a Siemens V84.2 combustion turbine in combined cycle configuration. IEC created a model (using Gate Cycle Software) to establish performance and efficiency of the plant and to develop heat rate curves, incremental heat rate curves, and capability curves for dispatching purposes. Various performance-engineering studies were created to maximize power values: Duct fire vs. water injection, HP letdown vs. auxiliary boiler operations, duct burner capacity shortfall, maximum CTG fuel flow for air permit relicensing, and benefit-to-cost ratios for capital improvements.

The IEC team identified and resolved issues relating to the quick start capability of four existing boilers through team management, project schedule development, technical engineering support, Boiler Quick Start Test Procedure authoring and final report co-authoring.

IEC assumed the role as Owner’s Representative for the installation of the Nooter-Eriksen HRSG and also maintained the project schedule for the mechanical equipment installation and startup of the cogeneration project. The company also performed cost studies to predict how well the project would perform in an open market, indicating O&M cost, fuel cost, power market prices, and thermal host steam demand.
